Two veteran climate experts -- analyst Hal Harvey & journalist Justin Gillis -- have released a new book that seeks to home in on the climate policies that offer the most impact for the least effort. I talk with them about learning curves, performance standards, industrial policy, & more.
As far as "collectively" and "mass movements", the way that this is happening in California, now, is that the 60,000 solar installation workers have paid one man to represent them. His name is Dave R. and he organizes these workers to walk to Sacramento to march and hold signs at the state capitol. Additionally, they call all the assembly people and governor incessantly, as well attend the CPUC meetings in person and by phone. All of this pressure has yielded results that include the PUC stopping the 3 utilities (in CA) from taxing solar rooftop users and giving them zero money back for net metering. Finally, the CA government has passed a bill to somewhat stall the utility action but the fight is not over, says Dave. The state PUC has stalled, for months, on actually implementing these profit - motivated schemes by the utilities. This is all due to the above-mentioned collective movement.

3:42 Hold up hold up, Hal says he started the first organization with a "modest budget" of $10MM/yr from a "handful of foundations"? I want to know how you get foundations to hand you millions of dollars up front for *anything.* On what planet is that a modest budget for a brand new idea?
